Howard Katseff received his B.S. Degree in Computer Science at Cornell University in 1974. He did graduate work in program size complexity at the University of California, Berkeley and received his Ph.D. in 1978. In 1978, he became a Member of Technical Staff at Bell Telephone Laboratories in Holmdel, New Jersey.

He created sdb, the first debugger that allowed the use of source-language variable names. He developed algorithms for two-dimensional bin packing. He pioneered work in multiprocessor computer systems. The S/NET-SPS Turboprocessor system significantly improved response time at the Bell Labs computer centers for nroff text processing. He developed a multiprocessor architecture based on the Incomplete Hypercube and worked on communications-oriented distributed Operating Systems.

He helped design and build the Ferret Document Browser and the Nemesis Multimedia Information Service, precursors to services on the World Wide Web, that provided computer access to images of internal documents, photographs and videos from the desks of the Bell Laboratories research community.

He contributed to AT&T's early work in Voice over IP, including the IVI, Warrior and Quinphony services. He worked with WorldNet on the Website in a Box, a tool that simplifies the building of websites for communities. He developed the Intelligent Driver's Assistant, a service that provides personalized traffic reports to drivers in metropolitan areas.

He automated many AT&T business processes with web automation tools that take the place of agents sitting at their PCs examining, modifying and entering data on their computers. He developed the Web Scraping Proxy to help develop these automation tools. He built several workflow management systems that find work that needs to be done, assign it to agents and track the agent's progress.

With Jill Ross, he designed and built a cloud-based tool to manage planning, provisioning and installation for AT&T Switched Ethernet and Ethernet to the Cell Site services.  It provides convenient ways to edit data, upload spreadsheets and download reports.  Roles can be assigned to users, restricting which fields and sites they are allowed to modify or view. The tool implements thousands of business rules and manages workflow for crucial parts of the process. It automatically exchanges data with over 60 external systems and databases.

He is part of a team working on QUADS, the Quality Analysis of Darkstar Data Signatures tool.  Darkstar is a repository for vast amounts of data.   It suffers from a variety of data integrity issues caused by missing, incorrect and duplicated data.   The QUADS tool infers normal operation by examining existing data and provides a way for users to quickly find and inspect data integrity problems.
