COMMENT

The possible values of larger leg of integer right triangle are in A009012.

EXAMPLE

5 is a member because a^2+5^2=c^2 has no solution for a<5, with integer a, c. 13 is a member because a^2+13^2=c^2 has no solution for a<13,with integer a, c.
