Row sums are A002662: 1, 5, 16, 42, 99, 219... A104712 deletes two leftmost columns of Pascal's Triangle (A007318).

FORMULA

Delete columns 0, 1, and 2 of Pascal's triangle (1, 1, 1...), (1, 2, 3...), and (1, 3, 6...) of A007318, preserving the rest of the terms as a triangle by rows.
