n! is the smallest number with that prime signature.

Usually the prime signature of 1 is [1], so it equals the prime signature of 2, which also is [1]. So strictly speaking, the 2nd row would contain the numbers 1 and 2 (not 2 and 3) if the restriction of "n! is the smallest number" were not be made as in the author's comment. - R. J. EXAMPLE

4! = 24 = 2^3*3, 40 = 2^3*5, 54=3^3*2, 56=2^3*7

Hence the row corresponding n = 4 is 24,40,54,56.
