we create binary JIS as partial sums of infinite sum 2^(n-1) where n is position where digits 1 occured in binary expansion). First term: 2^(1-1)=1 Second term 2^(1-1)+2^(3-1)=5 Third term 2^(1-1)+2^(3-1)+2^(4-1)=13 etc.
