COMMENT

"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America." The 52 words are a multiple of 13, the number of colonies that first became states. The sum of the values, i.e. the total number of letters in the Preamble, is 268 = 2^2 * 67, divisible by 4 just as the number of words 52 is divisible by 4.
